The Department of Trade and Industry (DTI) welcomed Malacañang’s appointment of Ms. Maria Blanca Kim B. Lokin as President/Chief Executive Officer, and Mr. Winston “Winnie” Castelo as the Chairman of the Board of the Philippine Pharma Procurement Inc. (PPPI) during an oath-taking ceremony led by former DTI Secretary Fred Pascual last 19 July 2024.

These leadership transitions reflect the current administration’s unwavering commitment to strengthening the country’s healthcare sector. By enhancing the efficiency and transparency of medicine and medical supply procurement, the government aims to ensure that all Filipinos have access to affordable, high-quality healthcare.

Prior to being appointed as President of the PPPI, Ms. Maria Blanca Kim B. Lokin was a former DTI Undersecretary for Communications and member of the Philippine International Trading Corporation in 2022. She was also a member of Congress and a seasoned media professional.

Meanwhile, Mr. Winnie Castelo served as the Representative for the 2nd District of Quezon City for three consecutive terms. He played a crucial role in drafting landmark healthcare legislation, including the Universal Health Care Act and the National Integrated Cancer Control Act.

The new leadership will build on the PPPI’s previous and recent successes in providing affordable medicines to Filipinos through the re-launch of the new Botika Ng Bayan and the introduction of new product lines, such as care packs for distribution during calamities. These initiatives are part of the realization of the President’s 8-Point Socioeconomic Agenda on affordable and accessible healthcare for all Filipinos.

Currently, the agency’s pilot implementation of the Central Medical Store (CMS) has already resulted in significant savings for local government units and hospitals. As of 31 July 2024, eleven local government units and thirty-seven Department of Health (DOH) Retained Hospitals have availed of the CMS, enjoying savings of up to 42% on the Approved Budget for the Contract. Additionally, the CMS has facilitated the distribution of Remdesivir vials to 35 private hospitals at prices significantly lower than neighboring countries.

An attached agency of the DTI, the PPPI is a subsidiary of the Philippine International Trading Corporation (PITC) and an affiliate of the National Development Company (NDC). It is mandated to procure, store, and distribute medicines and medical supplies to both government and private hospitals and other health facilities nationwide. The PPPI’s mission is to ensure that all Filipinos have access to safe, effective, and affordable medicines.
