The Department of Agrarian Reform (DAR) has undertaken a nationwide review of its Citizens’ Charter to streamline service delivery and improve access to government programs for agrarian reform beneficiaries (ARBs).

In a news release Tuesday, DAR said the review, which included participation from DAR offices across the country, focused on refining key frontline services to make processes faster, clearer, and more responsive to the farmers’ needs.

“This activity allows us to take a closer look at how we deliver our services and see where we can improve,” DAR Undersecretary Lani de Leon said.

“The Citizen’s Charter is our commitment to provide transparent and reliable service. It clearly tells the public what services they can expect from DAR and how we ensure accountability in serving them.”

De Leon said the review is part of DAR’s compliance with Republic Act 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, which mandates government agencies to streamline procedures and cut red tape.

Once finalized, she said the updated Citizens’ Charter will be submitted to the Anti-Red Tape Authority (ARTA) on or before March 31, 2026.

She said the effort also supports the directive of Agrarian Reform Secretary Conrado Estrella III to strengthen institutional systems and ensure efficient and responsive delivery of services to farmers nationwide. (PNA)
