Persons with disabilities (PWDs) will be given priority access to city-owned vending spaces and discounted business fees under a proposed ordinance to expand livelihood opportunities and promote entrepreneurship.

The measure, which has passed second reading in the City Council, reserves at least 5% of city-controlled vending stalls and kiosks for qualified PWDs, Councilor Edison Bilog, the ordinance’s author, said Wednesday.

The proposal seeks to boost the economic empowerment of PWDs through micro-entrepreneurship, skills training, financial literacy and mentoring programs.

“We will not just provide them a space but a strategic location for selling handicrafts, food and digital services,” Bilog said.

Under the measure, qualified beneficiaries will also enjoy reduced rental rates, discounted permit fees and priority renewal of business spaces.

To help expand market opportunities, the city government will prioritize products made by PWD entrepreneurs when procuring souvenir items and promotional materials.

The ordinance also calls for the creation of a PWD Entrepreneurship Council to oversee the program’s implementation.

To prevent abuse, beneficiaries will be prohibited from transferring or subleasing their assigned business spaces. Violators face fines ranging from PHP2,000 to PHP5,000 and the permanent cancellation of their privileges.

Bilog said the measure aims to translate the Magna Carta for Persons with Disabilities into concrete economic opportunities by integrating PWD entrepreneurs into the city’s commercial sector.

He added that many PWDs strive to earn a living despite their circumstances, allowing them to support their families, build self-confidence, and become productive members of society. (PNA)
