Local rice farmers across Northern Samar are set to receive stronger agricultural support with the official inclusion of the province in the Rice Competitiveness Enhancement Fund (RCEF).

The Department of Agriculture (DA) regional office here on Thursday said this marks a major milestone for the province’s agricultural sector, as it opens access to increased financial assistance, modern machinery and equipment, high-quality rice seeds, credit support, and capacity-building training for farmers.

DA Eastern Visayas officer-in-charge Rodel Macapañas emphasized that with the official inclusion of Northern Samar under the RCEF program, local rice farmers are now eligible to receive financial assistance ranging from PHP5,000 to PHP7,000 each.

“Many farmers in other provinces have already received the cash assistance, especially those with landholdings of two hectares or below. This time, we in Northern Samar will also benefit from the same kind of financial assistance under RCEF,” Macapañas said.

Aside from financial aid, farmers are also entitled to trainings on efficient and climate-smart farming techniques, soil health management, and the use of modern agricultural machinery.

Macapañas underscored that the program aims to strengthen rice production in Northern Samar by making farming more productive and sustainable through modernized support systems.

Northern Samar Governor Harris Ongchuan described the province’s inclusion in the RCEF as a “major leap forward” for the province’s agricultural development, expressing optimism that the program will empower farmers to become more competitive in the long term.

“This is not just a boost to our rice industry — it’s an investment in our people, our farmers, and our future,” Ongchuan said. “Through RCEF, we are equipping our farmers with the tools, knowledge, and support they need to thrive.”

Northern Samar has a total land area of 35,647 hectares devoted to rice farming, with a production of over 66,000 metric tons in a year.

Established under Republic Act 11203 or the Rice Tariffication Law, the RCEF aims to improve the productivity and competitiveness of Filipino rice farmers through allocations for farm machinery, seed development, credit assistance, and extension services.

The RCEF also provides fuel discounts and other forms of support for qualified farmers and fisherfolk. (PNA)
