Senator Loren Legarda presented on Tuesday her vision for a transformative Philippine foreign policy centered on cultural diplomacy and climate action.

During her foreign policy address at the Department of Foreign Affairs, Legarda said cultural diplomacy and climate action are interconnected pursuits, both rooted in storytelling, shared humanity, and collective action.

She advocated for institutionalizing cultural diplomacy as the fourth pillar of Philippine foreign policy, alongside economic, political, and security priorities.

“Soft power is anything but soft. It reshapes perceptions and transforms societies from within. When wielded with purpose, it allows us to lead by example and offer the world a model for resilience, sustainability, and harmony,” Legarda said.

Legarda underscored the Philippines’ unique capacity to influence the global stage by harnessing its rich cultural heritage and leading climate resilience efforts.

The senator said with a call for a foreign policy that uplifts and inspires, reflecting the resilient, creative, and just spirit of the Filipino people.

Legarda cited Filipino artistry, such as the T’nalak of South Cotabato and the piña textiles of the Visayas, highlighting the sustainable practices of indigenous communities.

“Our culture and environment are intertwined wellsprings of strength,” she said, framing soft power as a bridge for understanding and collaboration in a divided world.

Legarda also outlined key achievements in cultural diplomacy, such as the establishment of Sentro Rizal and the Philippine Studies Program, both initiatives aimed at deepening global appreciation of Filipino culture.

She also highlighted milestones like the Philippines’ return to the Venice Biennale and its upcoming role as Guest of Honour at the 2025 Frankfurt Book Fair. (PNA)
